Otay Mesa Port of Entry is a full-service operation inspecting commercial and non-commercial traffic in San Diego County, California. The port inspects privately owned vehicles, pedestrians, buses, and commercial vehicles. In 2006, an average of 16,440 POVs, 2,044 trucks, 114 buses, and 3,741 pedestrian primary inspections occurred at the port daily. The port is one of the ten busiest land ports in the country and is the busiest commercial port on the California/Baja California border, handling the second highest volume of trucks and third highest dollar volume trade among all U.S./Mexico land ports.
This study accesses the feasibility of a number of engineering and construction alternatives for Otay Mesa East and for reconfiguration of Otay Mesa. Furthermore, the study considers the identified options in terms of current and projected operational needs, vehicular and pedestrian loads, site conditions, constructability, estimated construction costs, and coordination with planning efforts of CALTRANS, the County of San Diego, the San Diego Association of Governments (SANDAG), and Mexican agencies.
