Performa was selected to help CBP determine the best location for the Massena BPS, the first BPS in the "Swanton Sector" of the Northeast. It was critical to select land that accommodates the layout of facilities and is conducive to facility expansion. The land also needed to be water accessible for patrol boats and within a budget.

 

Engage
Performa assessed three possible locations. Performa began the process by first assessing BPS operational, functional and organizational requirements. They conducted week-long, on-site workshops with BPS agents to gather the needed data.

 

Design
After recommending the location for the Massena BPS, Performa was selected to take the project into design and provide construction documentation. The design serves as a prototype for all border patrol stations.

 

To promote the mission of the facility and organization, Performa designed the justice facility to maintain critical levels of security and provide plans to expand without disrupting existing operations or compromising security in any section. A border patrol station has three sections with varying levels of security: administrative, the lowest level; staffing area, medium security; and detention area, the highest security.

 

The station, operating since August 2007, is responsible for 38 miles of international border with Canada—33 of those miles being the St. Lawrence Seaway.
